set up CI pipeline to publish to pypi

We currently publish to pypi.umiacs.umd.edu, but want to also publish to the main cheeseshop (pypi.org). There are group level ci vars that have the twine configuration. https://gitlab.umiacs.umd.edu/groups/staff/-/settings/ci_cd Please extend to support both cheeseshops.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
