Master issue for updates to our packaging

RPM Updates

• Install directory should be /usr/local/chronopolis/<service>
• Remove useradd and groupadd - warn on startup
• rpmlint updates
• sysv init updates
  • LSB comments
  • lockfiles
  • cleanup start/stop logic to be more consistent

Systemd Support

• unit file for startup
• separate rpm
