Update Token Writing and Replication Creation Flow

Master issue for updates to the ingest server for both writing token stores and creating replications.

Currently the logic is a bit funky in that the queries made for both are the same when in reality we want to write a Token Store before creating a replication. Likewise when creating a replication we'll probably want to make sure that a Token Store exists, and if not write it.
