Update Spring Boot

We're still running on spring boot 1.5.x. Spring Boot 2.0 has been out for some time and is now up to 2.1.2. This will serve as a point for completing that upgrade.

In addition, there are likely some older configuration settings which can be updated. I'll try to make a note of them here and get everything more in line with best practices for spring boot now.
